Job Description

Department Strategy and Procedures

Formulate, monitor department's strategy and business plans, determine the necessary budget and resources to be in line with the vision, mission and the strategic objectives of the company.

Develop, manage, and Improve department’s policies, procedures and business model that are sufficient and appropriate for the processing of all of the department's activities in accordance with leading practices, ensure that the implementation of operation activities is fully compliant with the approved policies, procedures, rules and regulations.

Budgeting and Financial Resources

Develop, oversee the execution of department’s business plan and budget in accordance with company’s overall strategic objective and in coordination with concerned stakeholders.

Oversee all department functions and activities to ensure optimal utilization of financial and human resources in an effective and efficient manner.

Department Performance

Set, monitor operational objectives and indicators for assessing the department performance, oversees department and employee’s performance periodically in accordance with the objectives of the company and take necessary corrective actions when needed to ensure their achievement.

Maintain knowledge of trends, best practices, regulatory changes and new technologies, applies this knowledge to communicate changes in process, practice, and resources to top management.

People Development

Provide ongoing guidance and coaching to department staff, facilitates their professional development, training, and certification activities.

Provide professional development support and performs periodic performance reviews for direct subordinates based on company’s Performance Management System.

Operational Roles & Responsibilities:

Strategic Planning

Ensure effective information gathering required for strategic planning activities and the proper coordination with CoE's divisions/departments.

Lead conducting market analysis, industry analysis and benchmarking to position CoE against peer organisations at the local, regional and international levels with regards to Technical and Vocational Training and Education(TVET), and identify strategic recommendations for improvement

Uses insight-based approaches to help forecasting challenges, trends, and guide CoE's management and department heads to identify priorities that best support their business objectives.

Strategy Development

Collaborate with departments to establish relevant, appropriate and business aligned mission and visions statements, and communicates them across the organization.

Conduct a strategy cascade exercise to ensure all business and support functions strategies are developed in line with CoE strategy and are following the balanced scorecard framework and processes to develop strategy maps, objectives and KPIs

Lead Identifying Strategic Risks, resources needed, develop strategic scenarios and formulate recommendations to achieve CoE's goals and strategies.

Oversee the formulation of CoE's corporate strategy including mission, vision, strategic themes, objectives and plan in coordination with CoE’s Leadership and management

Refresh and maintain CoE’s overall strategy in line with CoE’s objectives, Saudi Arabia government’s direction and international good practices in TVET.

Strategy Execution and Review

Apply specialized product and sector knowledge to diagnose problems, employ analytics and make strategic recommendations to departments and management to improve overall strategy realization

Monitor budgets, costs and financial reports to alignment with strategic plan and to evaluate effectiveness of strategy execution.

Monitor, Evaluate and report CoE's strategy progress and realization to executive management regularly highlighting development areas and providing recommended actions based on collected information and developed methods to measure progress.

Initiate, Lead & approve an annual strategic review and planning and coordinate various divisions’/departments’ input analysis on strategy.

Strategy Communication

Lead communicating CoE strategy internally to ensure effective Communication of CoE's strategy to departments and employees to ensure translating the strategy into actional and quantifiable plans and objectives across all levels.

Corporate Performance

Coordinate with all departments and functions to ensure alignment of departmental Objectives and KPIs to CoE's Corporate strategic objectives and KPIs.

Ensure proper coordination with HR performance management and CoE's functions to align performance management system to strategic objectives and KPI’s and focus employees' efforts and activities towards achieving CoE's strategy.

Initiative Management

Oversee and monitor the execution of strategic initiatives in collaboration with Project management office to ensure their prioritization, effective execution and to resolve any issues hindering the completion and ensure  realization of strategic benefits in a timely manner.

Qualifications and  Professional certificates :

Bachelor’s degree in Business Administration, or other relevant fields.

Master’s degree in Business Administration, or other relevant fields.

Professional Certificates in Business Strategy & BSC.

Job experience :

10-12 Years of experience in Planning and Strategy Field.

5 Years of experience in relevant managerial positions.
